Sahil Luthra Joins Haryana Govt Pre-Budget Talks on Professional Services

New Delhi [India], January 10: In a strategic move toward shaping a future-ready economic roadmap, the Government of Haryana recently convened a high-level pre-budget consultative meeting focused on the Professional Services Sector, ahead of the Haryana Budget 2026–27. The session was chaired by Nayab Singh Saini, reaffirming the state’s commitment to participatory governance under the long-term framework of Haryana Vision @2047.

Aligned with the national aspiration of Viksit Bharat @2047, the consultation brought together select industry leaders and domain experts to offer practical, implementation-oriented recommendations. The objective was to strengthen Haryana’s economic competitiveness, enhance private-sector participation, and generate sustainable employment through targeted policy and budgetary support.

A Collaborative Platform for Sectoral Growth

Held at Apparel House, Gurugram, the meeting served as a focused platform for deliberating on policy interventions that could accelerate growth within the Professional Services Sector. Key discussions centred on improving ease of doing business, strengthening institutional capacity, and fostering innovation-led development—critical pillars as Haryana positions itself as a diversified and modern economic hub.

Chief Minister Nayab Singh Saini emphasised that stakeholder engagement is essential for effective policymaking, noting that industry insights help ensure fiscal priorities remain aligned with real-world economic conditions. The consultation reflected the state government’s belief that inclusive dialogue leads to resilient and forward-looking budgetary outcomes.

Among the prominent participants was Sahil Luthra, Founder and Managing Director of Vijayan Trishul Defence Solutions Pvt. Ltd. (VTDS). His invitation underscored the growing importance of private-sector expertise in shaping state-level economic and industrial strategies, particularly in sectors of strategic national significance.

Drawing from his experience in defence manufacturing, Mr Luthra highlighted the importance of resilient domestic supply chains and the role professional services play in enabling advanced manufacturing ecosystems. He noted that when effectively integrated with industrial activity, professional services can significantly enhance productivity, innovation, and long-term competitiveness.

During the discussions, Mr Luthra emphasised the role state governments can play in complementing national initiatives such as Make in India and Atmanirbhar Bharat. Referring to Haryana’s reputation as an MSME-friendly state, he proposed exploring the feasibility of a dedicated defence manufacturing corridor. Such an initiative, he observed, could strengthen indigenous capabilities, attract high-value investment, and create skilled employment opportunities, while positioning Haryana as a key contributor to India’s defence ecosystem.

The consultation reflected the governance philosophy of the Saini-led administration, which prioritises inclusive and consultative policymaking.
